Nice van setup! It would be easy to put a cargo fence behind the seats, so your masts or boards don't go thru your windshield (or head) if you stop suddenly.

Light weight small VHF radio, preferably waterproof. Coast Guard always monitors channel 16, many boats do too.
Radios can be bought at most marine boating equipment stores like West Marine for less ...

Build a wood dock box for it.
White ASA is supposed to be more UV resistant, but I would still cover it.

I would think the ASA plastic layer on the Bic would get brittle and start to delam because of constant UV rays of the sun. Cover it with something light colored to keep it out of the sun. As for heat ...

Theoretically: 1-5mph winds and a custom 14m-20m sail. Would work? What's the biggest that's ever been experimented with?

The rubber washer is what makes it air and water tight, not the screw.
A few turns is enough.

I wouldn't mind paying to park if they had some rangers and functional bathrooms there. Maybe it would also keep most of the clandestine folks out and end the side shows.
