Suggest contacting Bart @ CGWA - sellers check in with CGWA and pay a fee to sell at the swap, so maybe they have list of sellers. Or maybe he will know the person you're looking for.

I think more likely the rings were on it because it was the Olympic class one-design board/sail for 1984 and it was likely owned by someone training for or trying to qualify for the Olympics.
