I'm only familiar with this type of hold down washer. JP has a double bolt system but where can one purchase that hardware at? What other options are out there?

Getting a windsurfer flying a couple feet above the water, and holding it there for a bit is "an awesome feeling"!
At least for me.
Most of my attempts have been in wind that's too light.. ...

The OP didn't say if his goal is to plane most all the time... or to just get on the water and sail around.

Yes, these work great for what you're looking for.
Check out the inflatable windsup's from ChinookSailing.com as well (yes, the mast-base and boom company).
And also Exocet has a very good assorte ...
