Bad Sailors Prompt Coast Guard Warning
The Coast Guard is trying to crack down on bad drivers -- or rather, bad sailors -- in San Francisco Bay. Industrial vessels are reporting about 13 near-collisions per month with smaller vessels, like sailboats or kiteboarders, that zip in front of them.

Although windsurfers are not mentioned specifically you are included in the smaller vessels catagory.
