I learned to windsurf there in the late 70's and continued until I moved to NY in '91. Nice place. Lake Mendota and Lake Monona have lots of options depending on the wind. Summer is light, spring and fall can be OK. You need a good wetsuit if you want to start in April and continue into November. Lake Michigan can be a good option about 1 1/2 hours away. We used to go to Kohler-Andre State park in Sheboygan on the NE'sters. That's about two hours drive. If you are associated with the university, check out Hoofers sailing club.
Also, talk to the guys at Isthmus Sailboards.

Someone has to mention Lake Winnebago, there is a windsurfing shop, rentals, races etc... in Fon Du Lac. Disclaimer; my wife is from Appleton.

Wind Power at Fond du Lac WI http://www.windpowerwindsurfing.com/

In Madison try the windsurfing fleet of Hoofers Sailing Club on Lake Mendota:

Some, (I hope many) of the Wisconsin windsurfers will travel to the USWA Nationals in Worthington MN June 10th through the 15th as part of the Worthington Windsurfing Regatta & Unvarnished Music Festival.

(I know its a shameless plug. But this year will be my 13th year of attending and I travel 4.5 hours to get there because I always have great time racing during the day and listening to the music at night.)
