our city council has "lingering resentment" against our neighborhood.

for years residents on one street have tried to reduce the number of drivers using their street as a shortcut.

one solution was a barrier much like the city of berkeley uses. a barrier was constructed and someone burned it down.

that was over 25 years ago.

since that time the city council has ignored repeated requests for traffic control.

I would not get too up in arms about the situation, just because of the relatively poor timing. After all they are making improvements to the venue, that will benefit us wind sporters, long-term. That's far better than many other situations where "improvements" or construction were for unrelated purpose, that became detriments to access and/or wind quality. Plenty of examples of that have happened around the Bay, or are apparently being planned. I believe, Foster City overall is very keen on providing recreation opportunity as evidenced by the many well maintained sports fields and courts in the town. So just imagine, how nice the new 3rd Ave will be next season! Hopefully!

I agree totally. Improvements are needed, and they are being done. The timing is a bit bad, but I'm taking the long view on this, so I think it's good. Turf, restroom, outdoor rinse shower. Sounds awesome to me. And although it may be a favorite spot, there are other spots nearby that can accommodate us in the short term. I think it doesn't make any sense to complain to the city at this point.

In the long run staying in touch with the city will avoid misunderstandings. One way would be to attend a meeting, thank them for the improvements, mention the timing issue and ask how you can best stay informed in the future. Good luck.

The project is estimated to take 45 days.

Based on the estimate going in the work should be completed? Has anybody been down there recently WRT to the status of construction activity?
