It was probably an overabundance of caution but I called 911 after watching a windsurfer down in the water in no man's land between Doug's and Rowena yesterday. They were in the main channel and not making any progress in any direction for a good 30 minutes. They did not appear to be moving which seemed ominous. By the time the deputy arrived they had blown closer to shore near the old gauging station and I could see their feet kicking. So probably just a broken mast self-rescue. After all the other rescues this year I figured better safe than sorry and called for help.

Anybody know the rest of the story?
