This is a sketchy one the wind dropped and shifted to the southwest which makes for a huge wind shadow next to the island I rode the flood back to the island until I reached the pipe. This is at Treasure Island not Shearman Island

Are you still in NY?
The sailor is at Rio Vista, Calif . The link is the area he launched from, its Sacramento County Park. The sailing site is the confluence of the Sacramento and San Joaquin rivers, in the video he is on the Sacramento. This has a deep water channel that goes to Sacramento that ocean going ships can use. To the west if you continued about 25 mile is San Pablo , then San Francisco Bays, then ocean.The normal ,wind flow is from the west .
The ebb he mentions is when the tide is going back out towards the ocean, San Francisco Bay, so the wind and tide are near opposite, you lose no ground cause of the tide movement. The opposite of the ebb is the flood tide, when the wind and tide are moving in the same direction. To stay near where you launched you need to sail up wind . On the launch side you can exit to humanity, for a long way, ahh 5 mile. The other side has windmills and cows.
Because of these tides, this is a challenging place to sail, some sailors won’t sail on the flood tide at all, and a bigger board and fin would be more desirable.
I lived 5 minutes from his launch.

Those that are violating the stay at home order still ,in place are idiots, polite term.

The Access is the area at the end of the levee before dropping into the County Park. Parking for the Access is either on the levee or down the hill behind the levee.
The oval sandy area is the Day Use part of the Park, commonly called the Play Pen or the Kiddy Pool.
The Access is free, no $.
The Park requires $.
There are a few socially distant sailors and kites out these days.
I'm still waiting for the Standing in Place orders to end or reduce.

My memory is partially correct, partially wrong. Yes I remember the area outside the park , obviously free, so desirable, and once launched it’s the same River, And the area that’s way closer to Delta that people camped at, and walked across the road to sail.
I remember the play pens name, the feral cats, dawn patrol and friends.

couldn't tell from the video. were you able to stand there, where you disconnected the board?

Nope it's deep water just the rocks

Luckily there's a lot of current passing so it prevents hard shell barnacles from growing on the rocks there's just slippery grass growing on them.

Yep. Leto is in NYC. I see a few people exercising on the beach now.. Kind of cold. Hopefully will be warmer soon. Need to find my waterproof music player. Cheers to everyone.
