Lost Harness, Red at 3rd Ave fence -- Webcam on 04/18

Hi Everyone! I forgot my harness (red, size small or xsmall -- I forgot) on the fence at 3rd on Tues 04/17. If you look at these photos from Jack's webcam link (attachment) http://www.poulton.net/windsurf/3rdcam/3rdcamh202.shtml
for 04/18, between 10:44 and 10:50 a.m, you could see the harness hanging on the fence, on the right as you head toward the fence from the parking lot, a blue/black vehicle, looked like a honda CRV, and a gentleman getting out, then both the harness and car were gone.
