Maureen Gunn, Benita Zimmerman, and I met with park staff and the planning consultants on Monday. The Superintendent of Parks was there along with the head ranger and head planner. We discussed the long range improvements along with ideas for an intermediate fix and a more immediate fix. Maureen and Benita were able to talk about the local use and safety concerns. The park staff is amenable to allowing sand bags if they can get the blessing from the Bay Commision (BCDC). We will work with the planning consultants to develop a sand bag proposal that can be forward to BCDC and hopefully it can be approved under the existing permits. I'm trying to get ahold of the guys at RVWA to find out more about the sand bagging they do so that we can point to a similar approach.
An intermediate fix might involve a new ramp at the upwind end of the armor flex that would run at a 45 degree angle to create a more gentle slope down to the beach. The beach is clearly at least a couple of feet lower in elevation than it was when the armor flex was installed. This has resulted in a steeper incline and has created some of the stress that is deforming the armorflex mat and pulling it away wher eit is attached to the path (along with a lack of solid fill under the mat to stabilize it). The last winter was not a bad one, so we could see even worse degradation next winter and an intermediate and long term fix need to address that.
In the long run, they may pull the shoreline back in some areas to create more sheltered beach areas that can retain sand. It was pointed out that we need to make sure that we do not lose too much parking if the shoreline is rearranged. There is the possibility of funding the improvement of rigging areas, but right now it makes sense to hold off until the repair and improvement plans are laid out so that the money is not wasted to create a rigging area that might have to be removed or relocated. Right now I think the inclination is to use a artificial turf surface like they have at Seal Point Park (apparantly much more natural looking than 'astroturf".

just want to say thanks to Peter for all the great work, dealing with bea raucrats etc. that you do for all of us. we only get to coyote/3rd a few days a year but really appreciate what you do for all of us. I am active with the washoe club and the activities there so if you get to washoe know that we are doing our best as well. |

Based on the March conversation with the county representative, head park ranger and project contractor I came away with the impression that there will be a reconfiguration of the upwind parking lot.
As explained to me, rather than approaching the project as a Bay fill, they're proposing moving the promenade inward from the current location into the existing parking area. The plan would also provide improved space for rigging but with the likely loss of some parking spaces.
Also, it looks like the temporary sandbag fix won't be installed until September. Now that's a total bummer! _________________ mo |
