Parks director bypasses regulatory review board. Thursday, March 27, 2008

Parks Director Tamara Horcajo has decided to bypass the recommendations of the Small Business Regulatory Review Board (SBRRB). Mrs Horcajo said she will rewrite the Park’s Departments Administrative CORA Rules without further discussions with the CORA operators, and she also threatens to take them directly to a Public Hearing, without first taking them to the Review board for approval.

This goes directly against the recommendations made by the SBRRB review board on Oahu last week. The Small Business Regulatory Board is appointed by the Governor to be the watchdog of government overregulation of Small Businesses.

This cavalier attitude and disregard for the Board’s directives demonstrates Mrs Horcajo’s unwillingness to work with the schools to create fair and workable rules.

The CORA schools have requested an emergency meeting with the Mayor to get clarification on important issues.

URGENT NOTICE: There will be a public meeting in Kihei TUESDAY regarding Water-Sports Schools. They did not give the ocean recreation schools any notice at all.

Ocean Recreation Activity Businesses



Are the ocean recreation activity businesses crowding out residents along our shore? Do they serve a vital role in supplementing our short-handed and over-stressed first responders? A Representative of the Maui County Parks Department will present plans to control the size and location of commercial activities at 6:30 PM on April 15th at the Community Center.



The plan to regulate these operators, who provide lessons in various ocean activities, would limit the number of operators and students allowed in the parks, and what kinds of activities operate at each park, restrict parking and require emergency medical training for all instructors.



KCA wants to speak for the community, says President Jon Miller, so we first need to hear what the community has to say on this issue. Come to our open mic so

we know your opinion.



The Maui police department, Corporation Council, Maui County Council, Maui Tomorrow, & The Ohana Coalition. Will all be there at the meeting. Make sure that you are being represented too.



Please remember that on March 19th, the Governor’s appointed Small Business Regulatory Review Board at a review hearing on this topic, told the Tamara Horcajo & the Maui County Parks department to take back their proposed ORAP rules and return with a new draft to the Board on Oahu BEFORE having a public meeting. The Parks Department has decided to IGNORE the SBRRB directives and have this public meeting in Kihei.
