Wyatt,
From what I remember, you guys might still be lucky with wind in April. From May on, winds will tend to die until September.
Near Havana there are two possible spots:
East Havana (Santa Maria beach & Guanabo) where there's a kitter's community for years now and then west of Havana near the Mariel port and beach.
Further east of Havana, in the former province of Matanzas, to the north is Varadero beach where there is kitting and windsurfing. Then while in Matanzas, you guys might want to drive to the south coast, Bahia de Cochinos (Bay of Pigs)
Lastly, it'd be worth checking out the eastern most point of the island: Punta de Maisi. Deep sea named Paso de los Vientos (route of winds). I cruised through many years ago there and it was super windy with huge swells. Winds and currents get squeezed between Haiti and Cuba. Long drive though.
