Was this person(s) intentionally landing in the swim area or dragged? If s/he/they launched there, then post it and shame s/he/them from doing it again.
There are kooks who simply don't know what they are doing and a polite tip is all they need and there are kooks who's egos have floated them above everyone else and need a proper shaming to bring them back to earth. This includes windsurfers!

The 2 kiters appear to be associated with the new Boardsports concession. Our local kite guy (SNix) contacted Jane and Rebecca after seeing the same thing taking place on a weekend. It seems the complaint is being ignored.
If they are kite instructors then they're doing a major disservice to their students and their school. Launching and landing over the promenade is an unsafe practice not only for kiters but especially for people walking, biking or simply standing on the pedestrian path.
You and I both know that if you launch in front of the concession it's nearly impossible to get out without cutting thru the swimming area in Coyote's normal prevailing wind.
Windsurfing students and renters should be advised to walk their gear upwind for the very same reason.

The Coyote Point head ranger personally told me that the posted rule stands. No windsurfing or kiteboarding is allowed in the swim area.
If Boardsports School misunderstood the regulation it should be clear now.
Launching and landing kites over the beachfront promenade is absolutely unsafe and local kiters and windsurfers are encouraged to continue to self-police and if necessary report swimming area violations and unsafe kiting practices to the rangers. Hopefully our new neighbors at Boardsports School will join us in this effort.
