The water temps in on the OBX are highly variable especially in April. In the sound the water temp changes rapidly due to it's shallow depth. For April, Mid fifties would be the on the low side and upper 60's to 70 on the high side.
If you are in the ocean the East facing beaches are always cooler than the south facing beaches by about 10 degrees. The Rutgers tumbnails from the link in the post above demonstrate that well. Specifically Mar 27 & 28 '08 .

The rule for the OBX is to bring everything. That goes for your gear and for what you wear both in and out of the water. You may be comfortable in swimsuit and lycra one day and need a full suit the next.

It varies, but the water is usually 50-60, and the air is usually 60-70.

Basically it's warm enough for windsurfers with wetsuits, but it's not what most people would consider "beach weather".
