Apparently this is all the new rave in windsurfing in Duluth, Minnesota. This technique works well around friendly point breaks, like Fort Point.

Will anyone advise how difficult this is to learn?

yeah,

I've done that paddling style countless times in Berkeley when the wind dies to zero and you are out near Emeryville. Now, try that with a strong ebb or in offshore winds, you go nowhere.
