from the top of the Gondola at Heavenly you can kite down to the lake Very Happy

I've seen people kite boarding in South Lake Tahoe. I don't know where they launched from but there are plenty of public, sandy beaches. Good luck and bring a wetsuit.

best wind in north shore is Lake Forest near the Coast Guard station.

sketchy launch for kites, gusty wind, will blow 12, lulls to 0 gusting to 25.

You should probably be a really good kiter and you might get frustrated with the fluky wind.

Bring a good wetsuit too.

There are a number of folks here who kite at Washoe lake, just east of Lake Tahoe, much more consistent winds.

pyramid lake can howl, it blows off shore quite often though.
