if they are mp3s or wavs, it is easy. Google for "normalizing mp3" and use any soft you like.

I import wave or mp3 files into Audacity, set them to the same volume level and then re-save them.

Audacity is a free program.

For further depth into the windsurfing tunes topic... what is the number one "windsurfing tune" in your opinion to amp up for a fun session??

Mine is "Candide" by the Din Pedals. I always loved the Spring Loaded windsurfing video from the days of yore! Usually, when I roll out onto the beach in the topless 4runner I have that tune playing as I catch first glimpse of the wavesailing action in Hatteras!

If you use iTunes you can set the volume level of songs right from your library.

Right click a song.
Click "Get Info."
Go to the "Options" tab, in that tab will be volume adjustment.

Have fun.
