Prius hands down. However the roof rack alone seemed to take off about 4 mpg and when loaded with boards about another 2 mpg. I am now getting about 44.5 mpg overall with boards loaded.

1982 Vanagon diesel.
30MPG carrying one to four windsurfers plus gear.
With four windsurfers that works out to 120MPG/windsurfer.
Can't be beat.

I'm averaging over 50 m.p.g. transporting an 85 liter JP freestyle wave, two booms, three masts, four sails (plus a car seat behind the driver's seat). You put down the passenger side of the back seat, slide the passenger seat back and recline it completely. Throw in a tarp, load your booms and masts, then your board and sails, and a tub for your wetsuit. So I have nothing on the roof at all. I've carried a high wind board too, but that's the limit because you need to avoid blind spots. Use the passenger seat belt to wrap around the nose of the board. Do not get into a collision with all of this equipment because it will come flying to the front. Make an extra key to string around your neck while sailing. I added a trailer hitch mount so that I can put my mountain bike on a rack and haul it. You'll love a Prius.

Pulled out the front passenger seat and I can get two boards three sails
three mast a couple of booms and as vast array of accessories inside and get 28 to 30 mpg on the highway. If I move the boards to the roof rack the mileage goes down to 22 to 24 mpg. The point is if you can get a vehicle that you can carry your equipment inside mpg will be much better. Also if you carry your board in floppy board bag on the roof gas mileage will be much worse than without the bag.

Bicycle! No joking: I know a guy who commutes from the Sunset to Crissy Field carrying one board/mast/boom and two sails. 0 gas consumption if you have the stamina!!!!

Yes it will fly into the front. Find a way to tie that stuff down, especially the board, mast and boom.
A minivan may be much safer because with the rear seats out, it has
the lowest load floor of all vehicles and still gets 25mpg on the hiway (with nothing on the roof). I still tie down my boards and booms though, masts are down low.
Ctuna's idea of taking out the front seat to get the stuff lower seems like a
real good one, if it's a dedicated ws vehicle. With seat air bags, better make sure you're not going to set them off by disconnecting the wires, when taking the seat out. On many cars you can get the front seat fairly flat by pulling it
all the way forward and reclining it all the way.

My '86 Toyota Cargo Van gets about 25mpg including gorge racks with 3 boards and a box on top.
And it's for sale!!!
It's currently listed on iwindsurf, and windance classifieds.
It's set up well for campng too.

My 350 Horses of German muscle gets 12MPG, but I can get to Tomales or Sherman in NO TIME!
