I remember as a kid, being on the east shore of Osoyoos Lake and it was windy enough to blow the beach sand. Not sure how this translates to windsurfing requirements as my perspective was likely quite different then.
I recently heard someone mention sailing around Kelowna, so I searched and found only this information:

Funny that I read your post today, I drove down to Osoyoos from Kelowna Tuesday and the wind was very consistent (20-25Knts). I did not have any gear with me (I was boating), but I saw a guy sailing in Penticton probably in 4.7m (??). This is where the wind was the best. When we got to Osoyoos the wind was OK but gusty.
I think was kind of South/ South East but all way along the lake between Penticton and Peachland I could sail in any of the beach access.
I have not seen the lake like this before (I do not go often there), I was mad not having gear with me.
I was talking to a guy at the boat ramp the following day and he said the summer was quite windy, and the spring and fall get windy as well. I leave near Vancouver and always wanted to sail there but it seems to be a hit and miss except if you live there .
