When could the 10 surfer rule now in place at hookipa effect

your decision to vacation plans for going to Maui?

Friend of mine has been shut out by the mob rule of surfers there. Gotta ask these simple questions:

1. How much of the North Shore tourism $ comes from Windsurfing?

2. Surfing?

3. per capita, who spends more?

4. why does the mob rule? why are there no windsurfers as life guards there?

5. why doesn't the constitution protect all users of the surf zone?

6. why do the tourism folks affected, do something constructive to retain the windsurfing revenue?

7. would you want to spent that much money to go there to be shut out of H? when will the rest of the shore be shut out by that very precedent? when will that disease find our breaks in the CONUS?

I spent 3 weeks in August in Maui. This year more than others I felt a strange uneasy feeling, I think the locals have gotten more agro with the bad economy. In fact my 5 year old beat up rental van got it's outside rearview mirror busted, one night.
Granted I was not staying in the best part of town. Anyways, this link may shed some light on the 10 surfer rule.
