I sailed Big Lagoon north of Arcata last year. Totally beautiful; fresh water. The launch is on the east side of the lagoon down a dirt road on the left as you cross the bridge on the 101 going north.

I have some friends that live in Arcata and surf, but don't windsurf. They offered me their .02 a couple of years ago when I was coming back through from Pistol.
1. People sail Big Lagoon but at certain times of the year it is closed to public entry due to some weird (but natural I guess) algae bloom. They walk through there a lot and said that it blows fairly hard and there is a lot of sailing.
2. People sail at Clam beach every once in a while but the wind is really onshore
3. People sail up at Crescent City once in a while too.
