i have the possiblity of going there late this summer, early fall.
when is their season, do they sail any where near melbourne and sydney?

While also visiting family in Sydney, I ran across local sailors on Botany Bay in/around Brighton le-Sands district. Good conversation but no shops/rentals in area.

Another good local spot is in Kurnell (just outside Sydney), on the Bonna Point Reserve. Again, no shops/rental in area. Our summer in North America is their winter in Australia. Our Fall is their Spring, so the later you go in your described Late Summer/Early Fall travel window, the closer you get to their Early Spring when the windsurfers begin runnin' wild.

As you do your research, also keep your eye on the live wind speeds:

Hundreds of forecast flags mark popular windsurf/kite spots. There are many, in all stretches of coastline. Indeed Syndney's Botany Bay is a key spot. Here's the New South Wales_Central Coast wind map:

A bit of time has passed since this thread was active. Has anyone found a Windsurfing resort location in Australia or New Zealand? Some where that has rental gear and accomodation at a good sailing spot. I will be there in December for most of the month and would like spend some time windsurfing.

YES, you can hire windsurf kit and sail it right from the beach at BALMORAL windsurfing school & hire. They have wetsuits, changing room, shower. All you need to do is show up! Contact info:
