Funny, I always sail my 10'6" Fly with the mast base in the rear position, just ahead of the handle.

If I was modifying a standard SUP, I think I would install a row of 3-4 footstrap inserts (instead of a track) in the deck so you could screw a 2-bolt base down with 2-3 options for placement. This should be less work than routing out the board for a track, be stronger than a single bolt insert, and barely noticeable if you removed the base for paddling.

I remember Hi-Per Tech built their windsurf boards like this back in the day to save weight.

I would base it on the balance point where you stand when you're SUPing it in flat water. The mast base definitely needs to be FORWARD of that point, but not WAY forward of that point.

I leave the two-bolt Chinook baseplates on my Angulo 10'4" and Exocet WindSUP 11'8" when I paddle them in flat water, and I notice that the baseplates are about 6" in front of my toes then.

So I'd aim for the center of your mast track to be about 6" in front of the "toe line," which would let you put the mast base anywhere from about 2" - 10" in front of the toe line.
