Hey, I'm still a beginner in windsurfing. I recently purchased a used Gaastra freetime 5. sail in like new conditions but it does not have the pulley system at the bottom of the sail. Is the pulley necessary? Do Gaastra sails not use pulleys?

No the pulley is NOT necessary. Its easier to downnhaul with one, can be purchased : like this :

the newer Gaastra sails do have an internal attached pully.

The Gaastra freetime is a simple beginner sail that doesn't require very much downhaul tension, so it doesn't need a pulley.

More advanced sails need a lot of downhaul tension to bend the mast and curve the sail into a 3d wing shape. Hence the pulleys.

Just as long as you have a reinforced grommet similar to the grommet at the clew for outhaul, you're set to go. In the days before sailmakers started using fairleads and pulley assemblies, the grommet was the way to go. If I recollect correctly, Northwave Sails still uses grommets in their sails today. However, to lessen the friction in 6 to 1 downhaul ratio commonly used today, Northwave uses a pair of grommets.

It also may be that you don't need to thread the downhaul after you have the tension in the right range depending on the actual base extension. Certain extension cups (where the cleat and pulleys are) have an "open" pulley on the side. If that is the case, simply tie a stopper knot in one end of the DH line and pass the other end up through the hole on the same side as the cleat. Pass the DH line through the cleat. If the cleat is a closed cleat, tie a stopper knot on the bitter end of the line. You will now see the line formed into a loop. Fold this line to make a "point" with the loop and pass that point through the tack grommet going from the side with the line to the other side. Loop line around the open pulley and tension. You know have a 4:1 (roughly) DH that cannot be bungled or mis-strung.
