The Coast Guard gave a briefing on the current plans for America's Cup at this mornings Harbor Safety Committee Meeting. John Craig, race director for the AC event and well known to Bay area racers was present and provided some clarifications. While some aspects of the schedule are still subject to adjustment, it is clear that the race events will have less impact on windsurfers and kiteboarders than once feared. In the wake of the Artemis accident, the AC authority established a safety committee that made 37 different recommendations. Those recommendations are incorporated into their application for an event permit from the Coast Guard, which is not yet issued but is expected in about a week. Here are a few key changes that will increase available on-water time for Crissy sailors:

First, the reduced number of competitors will eliminate some of the races. However, for those match races where the Artemis boat was scheduled to race, the other boat will still have to complete a course. It is likely that such events will have much smaller crowds.

Second, the recommended wind maximums will, as a general rule, lead to earlier starts and earlier finishes, and some cancellations. The recommended wind maxima are 20 knots for the first series, 23 for the second, and 25 for the third--substantially below those originally proposed. Races will not start if wind is above those levels for more than thirty seconds leading to the start, and will be discontinued if winds remain above those levels for 5 minutes during the race. (This allows for gusty conditions as long as the wind does not remain continuously above the level for the prescribed time.)

The AC authority will be having an international jury vet some aspects of the revised racing conditions, beginning next Wednesday, so there is still a potential for some adjustment. However, with the current plans to start no races after 2:15 pm, and be finished by 4:00 pm, and avoid extreme winds, it will increase the time that windsurfers and kiters can reach the shore and park and sail.

The Coast Guard has scheduled a briefing for recreational users for recreational users on June 20th, from 6:30 pm until 8:30 pm at Coast Guard Island, in the Alameda Point Welcome room in Building 4. The details of the permit and Coast Guard plans, which include some minor adjustments to the eastern edge of the restricted area, will be available at that time.

Finally, some SENSE has been injected into the racing.
And even if ONE rounding mark has +25, they should either move it, eliminate rounding it, or stop the races.
