You ought to check out the custom carbon camera/video housings that George Greenough has made in the past. Not only that, but you should also take note of the unique designs that he innovated and made specifically for windsurfing. The one he's most known for is the reduced diameter mast.

With all due respect, attaching anything to the fin will kill whatever performance it now offers. Seriously, whatever option you select, I suggest placing it anywhere but on or directly in front of the fin.

Also, don't bother with designing a "foiling" fin for the rear of the board. Doing so will only force the nose down. Foiling success has been found by locating the foil forward, between your feet. http://www.ahd-boards.com/models/afs-1/en
