I'm headed out to the Gorge this coming summer and I'm looking for a nice hotel in the area that offers lots of options for non-windsurfers. Any suggestions?

Your options are quite limited as HR is a small town. I would opt for the Best Western. It is right on the river and has a heated pool and decent restaurant. There are waverunners either right on-site or off-site for rental. Also, two gas stations with junk food options/drinks in the same complex. Starbucks in the same pkg lot. Nothing else in town will be close. There are a few B&Bs and a motel along with a Comfort Suites with a few hot tubs in the room away from downtown. Not sure what you mean by options, but the best may be to stay in a B&B or the Hood River Hotel right in town and be able to walk to any shops, coffee places, ice cream, locals hangouts just blocks away. Anything else you want like train rides, bike rentals, boat rides are easy to come by and within walking distance or 20 mins of driving. The Skamania Lodge in Stevenson, WA now has a series of ziplines on-site for $100/pp. Pretty expensive with golfing on-site and a pretty decent restaurant as well.

western part of towwn there's lots of other motels. vagabond, lone pine, etc. lots of housing available by the week/month as well via realtors. camping is free in lots of places too, if one is inclined to go without running water and electric.

A lot of people camp when they come out to the Gorge on vacation. There are several nice campgrounds around. Do note that the ones close to the river are also close to the railroad tracks and there will be some noise from the trains.
