I thought I was buying an adapter to use US box fins with a powerbox or Tuttle box, $22 on Ebay, came all the way from Germany.
US box fin will not fit in it, there is no way to secure a fin in it, will not fit inside Tuttle or Powerbox. Looks like it's meant to be built into a board then a broken fin re-potted into it? No response yet from seller.

Yeah goes IN the board but a fin won't fit in it.
I don't understand what it is.

I have to agree with joewindsufa. It looks like a finbox design that you would install in a board, but what's missing is the framework that would integrate with the deck of the board. If you look at a Waterat brand Tuttle box, you can see what I mean.
The photo on the website is crap, so seeing any real detail is impossible. If you now have the product, more photos would help in deciphering what's going on.

Any cavity finbox or finbase has the screw setup to allow installation. Is there anything on the side we can't see where screws would come from the deck side of the box or base?

There is no screw holes or catches or anything to secure a fin, the opening is 5/16" wide X 5 1/8" long.
One interesting clue is inside the hole along the bottom is a bump in the middle that would correspond to the indentation on the bottom of a powerbox fin, however a powerbox fin will in no way fit inside this hole, obviously.

I just heard from the seller, I don't think they know what it is either, a windsurfing spare part is what they say it is

I guess the question can be asked whether the base part fits in a Tuttle cavity. If it does, then maybe an A Box fin base can be trimmed to fit inside (removal of the tab and the rollpin component). However, to actually make the assembly work, it would need barrel nuts through the base and fin with perpendicular holes drilled through to allow screw-in attachment from the deck side of the board. Needless to say, lots of precision work that would be tough to do without the right tools and fixture setup.

As I said in the initial post, it will not fit inside a Tuttle or powerbox.
