Please quote me where I said Congress does not declare war. What I said is the War Powers act requires a Declaration by Congress, but there has been no Congressional Declaration of War since 1942. And, we have been at war since 1942 without a Congressional Declaration of War. If Bush could do it in Iraq, why can't Trump in Syria? That's the point you fucking dullard.
