Try Cabarete in DR
Have a great time
Check our Vela there They always had great equipment and almost all of the people that work there were awesome
The people that go there are from all over the world
Had some really great times and met some really good people

Keep in mind Feb. in Cabarete is not the windy season, it's the wave season.

Also there is a nice flight Boston to Atlanta to Bonaire on Saturday mornings with returns on Saturdays and Sundays.
Just one hour in the Atlanta airport and you get to paradise.

In February

Barbados is good primarily wave sailing and surfing spot
Bonaire, flat water freestyle mecca
Aruba flat water

Been to DR 3x in Feb way back when. never had wind in Feb.

Cabo verde: an option send a note to Josh to get details or look at angulo cape verde.

Yes I was in Bonaire and know it from many trips .
It is cheap once you get there you can get a studio for 70 $/night, I stay at Cocco Palm Garden.http://www.cocopalmgarden.org/
You can rent a Moped to get around much cheaper than a car, very nice until it starts raining.

They have a shuttle to Lac Bay to windsurf.
I rent from Windsurf place , they have Starboards and RRD and Hot sails.
Very nice people, I like them a lot.
Jibe City has JP,s.
Jibe City have the ABK clinic in February so you should reserve ahead of time.They may be more busy.
In the evenings the local kids go out and do their amazing free style magic.
The flight is not cheap especially if you book close to departure.

Been to DR in February also. Had a fun trip but only 1 day of good wind (5.0). I'm not sure how easy it is to get to Margarita island from Boston but you may want to put that place on the radar. Had some great times and great wind there. And once there, it was dirt cheap.
