I'm not a camper, but finding a camp site in July, on the cape, may be tough. I'd try the state places, Nickerson, or Shawnee. But don't wait.
As far as windsurfing goes. If it's a northerly wind try Chapin, flat on the inside, but has to be 2 hours each side of high tide. Pleasant Bay, Orleans ,is flat and safe. For southerly winds, Kalmus beach,Hyannis, or West Dennis beach, West dennis, will be flat and safe. |

There is an Island with boat only access on Waquoit bay that you can camp on. Great spot for a beginner.. |

Shawme is the only place I know where you can nearly always find a spot at the last minute. You hear noise from the road, try to find a spot as far as possible from the road.
Not much chance to find a spot in Nickerson
Also they have yurts which saves you from building a tent.
It is on exit 2 so affected by Cape traffic.
It is very spacious. Showers and Bathrooms are at about ????, never mind that .
