One institution at the forefront of this propaganda push is the Institute for Internet Development (IID), which, as the leaked files disclose, received over €400 million since the beginning of 2023. Originally established for fostering dialogue between the internet community and the government, the IID’s focus shifted significantly in 2017 towards generating content that targets the youth with Kremlin-aligned messages. This pivot from mere content creation to becoming one of the main financiers for films and TV shows underscores a broader strategy of the Russian regime to control the narrative landscape within the country.

The diverse array of content bankrolled by the IID includes television series that glorify intelligence officers of the Soviet era and others that narrate tales aligning with the Russian government’s official positions on military interventions, such as the “special military operation” in Ukraine. This content is part of a wider creative campaign aimed at influencing the populace ahead of Putin’s bid for a fifth term in office.


Experts suggest that the scale and proactivity of the Kremlin’s propaganda efforts are indicative of Putin’s perceived need for a more hands-on approach to secure his position, especially post the military actions in Ukraine. The strategy of “pre-rigging” the election, as detailed by the leaks, is designed to minimize the actual manipulation of voting results and project an image of unwavering popular support for Putin, particularly in the face of increasing scrutiny from the Russian political class and the international community.

The Kremlin Leaks also shed light on how the Russian regime is delegating the production of its desired narrative to various structures, such as the IID, to ensure that the media content produced is competitive and capable of offsetting influences from Western productions that the public has access to. The leaks further imply that the content produced on the internet, which is being financed by the state, was realized late by the Kremlin, which had traditionally relied on television as the main medium for propaganda.

While the detailed financial figures and the named individuals responsible for the disbursement of funds for these projects are not known, the documents name entities and individuals such as Vladimir Solovyov, a well-known Russian propagandist, who is reported to have received significant amounts from the Russian state budget.

In a broader context, the leaks have illuminated the increasingly ideological orientation of the Russian regime and its sustained efforts to inculcate a strong sense of Russian “values” in contrast to Western ideologies. Key Republican reps: Russian propaganda has ‘infected’ much of the GOP

When powerful Republican committee chairs start complaining about their party being "infected" with Russian propaganda, it's clear the GOP has a problem.


On Capitol Hill, there are a small handful of prominent Republicans who have a reputation for occasionally breaking party ranks and showing a degree of independence. GOP members such as Sen. Lisa Murkowski of Alaska, for example, has been rather bold about expressing her dissatisfaction with the GOP’s direction under Donald Trump’s direction.

House Intelligence Committee Chair Mike Turner and House Foreign Affairs Committee Chair Michael McCaul, however, are not exactly known as Republican “mavericks.” They’re both longtime conservative partisans whose views tend to dovetail nicely with GOP orthodoxy. When Democrats search in desperation for potential Republican moderates who might be willing to work on bipartisan compromises, Turner’s and McCaul’s phones do not ring.

With this in mind, their latest rhetoric about their party and Russian propaganda is generating a lot of interest, and for good reason. NBC News reported:

GOP Rep. Mike Turner said Sunday that Russian propaganda has taken hold among some of his House Republican colleagues and is even “being uttered on the House floor.” “We see directly coming from Russia ... communications that are anti-Ukraine and pro-Russia messages, some of which we even hear being uttered on the House floor,” Turner, chair of the House Permanent Select Committee on Intelligence, said in an interview on CNN’s “State of the Union.”

The Ohio Republican didn’t name names, though he added, in apparent reference to members of his own party, “There are members of Congress today who still incorrectly say that this conflict between Russia and Ukraine is over NATO, which of course it is not.”

The Intelligence Committee chair isn’t alone. Just five days before Turner’s on-air comments to CNN, McCaul was surprisingly candid in comments to Puck News’s Julia Ioffe. “I think Russian propaganda has made its way into the United States, unfortunately, and it’s infected a good chunk of my party’s base,” the Texan lamented.

McCaul added, “There are some more nighttime entertainment shows that seem to spin, like, I see the Russian propaganda in some of it — and it’s almost identical [to what Russian audiences hear from state-run media] — on our airwaves.” The Republican went on to admonish those who “read various conspiracy-theory outlets that are just not accurate, and they actually model Russian propaganda.”

There can be little doubt that these powerful GOP committee chairmen are correct. Their party has a “Putin wing“; it’s loud; it’s growing; and it’s having a dramatic impact on the party’s base.

All of which makes it all the more notable to see leading Republican voices such as McCaul and Turner push back. What’s more, as The Washington Post’s Aaron Blake explained, there are some other recent examples, including Republican Sen. Thom Tillis warning his GOP colleagues not to become Putin apologists.

The North Carolinian didn’t call out any Republicans in particular, though it’s not difficult to come up with plenty of compelling examples.

As this lengthens the list of intraparty GOP fissures, House Speaker Mike Johnson is poised to move forward with plans for an aid package for Ukraine — which will be targeted with a vengeance from far-right members whose views echo the Kremlin’s agenda. Watch this space.

Conviction upheld for operative who funneled Russian money to Team Trump

Jesse Benton’s name might not be immediately familiar to national audiences, so the fact that the Republican operative was sentenced to 18 months in prison might not seem especially notable. But for those who might not remember him, stick with me for a minute because Benton’s career trajectory makes this story interesting.

Politico reported late last week:

A federal appeals court on Friday upheld the conviction of veteran Republican campaign operative Jesse Benton for steering an illegal Russian contribution to Donald Trump’s 2016 presidential campaign.

Revisiting our earlier coverage, at first blush, this might seem like a controversy related to Donald Trump, his campaign, and their many Russian connections. It’s not. To be sure, that is a controversy, but it’s not this controversy. In fact, as best as I can tell, it’s not even clear if the Trump campaign knew anything about the effort to funnel illegal Russian funds into its coffers.

Instead, what makes this story so notable is the political personalities behind it.

As The Washington Post reported a few years ago, Benton’s career trajectory is a sight to behold. It began in earnest roughly 16 years ago, when the GOP operative worked on then-Rep. Ron Paul’s 2008 presidential campaign. Two years later, Benton took the next logical step and ran Rand Paul’s Senate campaign in Kentucky.

Two years after that, Benton went back to the older Paul, running the Texas congressman’s 2012 presidential campaign before agreeing to return to Kentucky in order run Sen. Mitch McConnell’s 2014 campaign, all while preparing to run the younger Paul’s 2016 presidential campaign.

In 2013, however, a problem arose: Benton was caught up in a scandal involving an attempt to buy an endorsement. He was later indicted as part of the fiasco, but that didn’t stop a pro-Trump super PAC from hiring Benton anyway in March 2016.

Trump’s ‘complicated relationship’ with law enforcement under the spotlight
In September 2016, Benton was convicted as part of the previous bribery scheme, but he avoided a prison sentence and was ordered to serve two years of probation. He later picked up a pardon from Trump, who had an unfortunate habit of handing out pardons to Republicans accused of corruption.

But Benton was then indicted again, not for the 2013 campaign-finance violation, but instead for a 2016 campaign-finance violation: He was charged with helping funnel illegal money to Team Trump from a Russian national. The operative was convicted in 2022 and sentenced to prison soon after.

In other words, Benton was pardoned by Trump for one crime, only to get busted again soon after for a similar crime.

Benton appealed his conviction to the D.C. Circuit Court of Appeals, which rejected his defense attorney’s claims on Friday. If he’s waiting for another presidential pardon, I have a hunch Benton is going to be disappointed.
