The lakebed is red clay. When the lake water dries it clouds up and hazes on the sail. Blasting it with a water hose doesn't phase it. What options are there that will keep the sail clear and not be detrimental to the sail or degrade it?

Or what kind of things should one not attempt to use on it?

Monofilm does that. With or without red clay, it gets full of microscopic scratches that, unlike PVC/vinyl, don't buff out. The only fix I've ever found is replacing my most-often-used sails every year.

I should add that I grew up in red clay. It may as well be dye, considering its penetration and persistence. See http://sciencing.com/red-clay-22940.html .

I use this stuff,

http://www.sailworks.com/the-gear/accessories/uv-tech.html

Helps to keep the sail window clean and clear. Once the window is scratched to the point that you can't see through it, have it replaced, Sailworks will do that and the cost is reasonable.

White vinegar soap and a soft rag will help be sure rinse after.

I have the same problem at my lake. After a while my sails turn brown. I wipe them down with one of these while they are in the water. Works pretty well. No chemicals. Also works well on the bottom of my boards, and glasses, and everything.
