Charlie,
That's an Icom M-24. Small and holds it's charge well. Would use that in most dire situations. The personal; beacon locator is for life and death situations where I need to be found fast ( ie. heart attack, hypothermia)

It doesn't look like the antenna is attached on the M24, where is it?
So thats some kine of fanny pack up top?

ACR PLB-375 - sends distress signal to satellite. Will pinpoint your exact location. Has strobe light and floats
Life vest - Coast Guard approved CO2 or mouth inflate. Compact when rolled up
Marine whistle- extremely loud
Formuline rope-15 ft
Leatherman multi-tool- Broke a mast at Palo Alto last year. Could have sawed it apart cleanly so that I could have jammed the small end into the larger opening. Didn't have my bag on.
Overboard bag-sturdy, well made. No bigger than a large fanny pack
Some may accuse me of overkill but if you've ever had a serious breakdown, far from shore with no one near you , you'll understand.

I personally prefer Negro Modelo under those circumstances, but so hard to keep the lime fresh.

Does this cause and lack of movement or interference with
your harness ? I would guess it goes outside and around back
on top of the harness. The orangy thingy on the right is the life
vest? And it all fits in that bag.
When you where looking at radios did you consider any with GPS.
