If the Russkies asked for relief from sanctions, and either of the Donald's or the chair of the campaign implied that they would do so in exchange for dirt on Hillary, it may hit that mark.

Despite all of the bleating and false equivalencies, this sort of thing is unprecedented and illegal. The question is whether there was a quid pro quo. The sheer number of contacts, and Trump's efforts since the election, imply that may be the case.
