There is literally fields of grass in Barnegat bay. It stops you when you are hitting it at full speed with good weed fin.

It's further south, but Delaware Bay should meet your requirements though there are spots at low tide where a sand bar forms about 100 feet off the beach. Plenty deep after that. Whoops - just saw NJ as being a requirement, sorry.
