I think going from a Kona to Bic Techno 148 is a good progression. If the price is right, go for the purchase. You should be able to uphaul the board and can learn your short board skills on the 148. The ride will be significantly different from the Kona.

It seems the Bic is probably perfect for my needs

Let us all know how it works out for you. Give it several tries before you post.
Its is going to feel different than the Kona but that's why you got it. You will be stoked the first time you head off wind get in the straps and blast across the water. The next "safety issue" might be a Tabou Rocket 115. Happy windsurfing

I forgot to ask

Recommendations for appropriate weed fins

I expect to use sails from about 5.5 - 7.5

You might wish to try a True Ames Surfgrass fin. Check their website for a chart to choose the size for your sail range.
I find the swept reverse curve of this model of their fin to handle shedding kelp well and its design shows little difference from a regular fin in performance.

MFC weed fins work great. Getting the correct size is really important. Bigger is better.

I have been out on my new Techno a few times and mostly enjoying myself. Unfortunately I was out of business for a few weeks due to an ankle sprain

I find there is more adjustment than I expected moving from my Kona to a short board. I did not use the dagger board much on the Kona but I think I miss it on the Bic, particularly in marginal winds.

I find myself crabwalking myself sideways more than expected.
I haven’t had much opportunity to sail in consistently planing wind yet

What do I need to do to keep my board moving forward ?
