I took Bamer's advice and shimmed it. Had an extra Chinook washer, it was the exact thickness needed. Cut a slot and glued it in with E6000. I hope that glue works with this type of plastic. It isn't pretty but I think it is a seaworthy fix. I don't plan on using this board in high winds on big water so it should be fine. Thanks for all the input.

Thanks for posting a follow up picture!
Depending how well you glued it up, you can add glue by putting something like a thin screwdriver between the washers to pry/ flex them open, then add some glue inside using a toothpick, cut off end of a Q-tip, etc as the applicator. Or you could buy crazy or gorilla glue with the fine point dispenser and use that.
Had never heard of e6000, but the reviews are excellent. Seems like a good choice.

Not to be the negative person in the crowd, but I always counted on the end of the bolt or stud to be bottomed out tightly in the hole, with the threadlocker then being more of a secondary layer of protection rather than the primary or only way to keep things from unthreading. Just my two cents.

I agree. However, that bolt is not moving. I plan on using this board to putt around while teaching others to windsurf. If I get serious about sailing it in windy conditions I will get a new base.
