That's one of my fears: how to you get the dog owner to pay for the damage?

Call the police and sign a complaint. Even if he never pays up, he'll be busy keeping the law out of his face. In my state (WA), the threat of euthanasia forced by the state can really get a dog owner's attention.
After a dog ran over my sail (I found no damage), I stayed in the owners' faces (they sailed there often) until they began keeping their dogs leashed. With a complete stranger, especially in a big city, that wouldn't have been the wise approach. |
