Don't know for sure yet, but I may have a solution. I can't be sure until I've put in some time on it, but a PWC demands less balance and endurance than the many wind-powered suggestions you guys have graciously offered. I.e., I'm throwing money at the problem. I've asked a few PWC forums whether any PWC can be fun in terrain-following mode in 35 mph winds and head high waves, and haven't received even one response. That should tell me something, but it may just reinforce what I've long seen with PWC riders: they're in it for drag racing and lawn mowing. Not sure what the point is in that, since the government mandates their top speed.

Saw a video of Kai Lenny on a short electric surfboard where the motor powered a jet built into the board. No foil. There was a control chord to his hand. He could surf waves and use it as an underwater sled as well where it was ridden like a boogie board. So it worked both on the water surface and underwater as well. Not sure how well it does in weeds.
