Paul,
we are doing some major system development (e.g. as adding forecasts
to the pagers, and adding more stations to the system). In the evening we sometimes steal the system for brief periods of time to check out the new code. This interrupts reporting of data to web. However, at
no time is the data collection process interrupted. This explains why
the Voice System remains current throughout this time and why the
detailed graphs of the previous day are fully intact while the
lower resolution web graph may have holes. See below for more comments.

You are right: when no data is reported to web it currently defaults
to below threshold rather than site currently offline
