I was gonna suggest aruba or bonaire, since I know the winds are good enough then. but to make it cheap, well, its kinda pricey.

where are you? How is your sailing?
how about Texas or Baja?

if you are west coast, maui?

Check into the Dominican Rep. I was there a few years ago and it was cheap. Locals rent rooms and I found beer and food very reasonable. Cabarete is the place to sail. It is on the northern coast, fly into Puerta Plata airport.

Indeed, if you are on the west coast and have time to drive (2 days each way), Baja is about as cheap as it could get, as you could pay $3/day to camp in La Ventana at the campground, and at most pay another $20/day for food and beer (this assumes you have your own stuff).
Even flying from LA to La Paz is fairly inexpensive, on the $250 to $300 range, and I know you can camp and rent gear at Captain Kirks in La Ventana, and probably also at Baja Joes and/or Ventana Windsurf in La Ventana. Check out their websites and/or the write up in Mike Godseys Baja Guide here on iWindsurf. Im not certain whether you can camp and rent gear in Los Barriles. Note, however, that youre unlikely to find typical spring break fare (e.g., thousands of students looking to party) in Baja, but I doubt thats the purpose of your trip anyway.
