May-July Cabarette in the DR rocks and is cheap as chips.Aug-Sept is Maui which has fantastic amenities but on the more expensive side.Sep-Oct is Hatteras all the way,but there are no garantees with the wind. For Winter into spring Aruba and Bonaire offer fantastic flat water blasting with all the amenities of civilization-clean water, hamburgers etc.Margarita Island -Venezuela offers fantastic wind Mar-June but the hygiene, airline acccess and personal security leave a lot to be desired especially with a bambino!Good luck

The Gorge is free if you camp in the wilds.

From that minimalist starting point, add, as necessary:
Campground.
Motel.
Cheap restaurants.

Notice there is neither air fare, rental car nor rental gear, presuming, as the odds favor, that you could drive there.

Getting skunked is not possible, because there are at least 37 things to do there. Its hard to beat a huge bang for nearly zero bucks.

So the real questions include:
1. Where do you live?
2. Do you camp?
3. Is guaranteed 4.5 wind a must (no such thing in the Gorge in a week)?
4. What else do you guys enjoy doing?

Dont forget Corpus Christi & South Padre,Texas.Inexpensive, reliable wind, good rentals. And a short drive takes you south of the border.
