ABK where and when?

I live in the bay area and am considering taking a 3 day ABK camp. To maximize my chances of getting wind, where should I take the camp Rio Vista or San Luis? Also what time of the summer is best?

Ive done Rio Vista. There are 3 different sites used according to skill level. The only downside is the camp in Rio isnt held until July. I hear the wind at San Luis is better in spring.
