.recent snow melt has been melting rapidly with continuous 
temperatures above freezing. temperatures will start to become 
cooler, but most of the snow has melted and is now in the river 
system. this is leading to rises into major flood stage at halstad 
and locations downstream. grand forks, oslo, drayton, and pembina 
will likely see crests at or maybe even slightly above the levels 
seen in the 2019 spring flood. these crests will also persist and 
not immediately fall as there is a lot of water to get through the 
system.

precautionary/preparedness actions...
