friday night...

the national weather service in wilmington has issued a

* flash flood watch for portions of indiana, kentucky, and ohio, 
  including the following areas, in indiana, dearborn, fayette 
  in, franklin in, ohio, ripley, switzerland, union in, and 
  wayne. in kentucky, boone, bracken, campbell, carroll, 
  gallatin, grant, kenton, lewis, mason, owen, pendleton, and 
  robertson. in ohio, adams, brown, butler, champaign, clark, 
  clermont, clinton, darke, delaware, fairfield, fayette oh, 
  franklin oh, greene, hamilton, highland, hocking, licking, 
  logan, madison, miami, montgomery, pickaway, pike, preble, 
  ross, scioto, shelby, union oh, and warren. 

* from late tonight through late friday night.

* a band of showers and thunderstorms will develop friday morning
  and remain nearly stationary. the band will slowly sag southeast
  friday afternoon. where the band develops, a widespread one to
  three inches will be observed. isolated totals of three to four
  inches will be possible. showers and thunderstorms will then 
  come to an end late friday night.

precautionary/preparedness actions...

people in the watch area should keep an eye on the weather and be
prepared for immediate action should heavy rains and flooding
occur or a flash flood warning be issued. avoid low-lying areas,
and be careful when approaching highway dips and underpasses.

the national weather service in pittsburgh has issued a

* flash flood watch for portions of western maryland, northern west 
  virginia, eastern ohio along and south of interstate 70,  and 
  southwest pennsylvania.
 
* from 2 am friday through 2 am saturday.

* rainfall amounts up 2.5" inches are possible due to the 
  remnants of cindy and an approaching cold front. 

* flooded roads along with streams and creeks out of their banks. 

precautionary/preparedness actions...

a flash flood watch means that conditions may develop that lead
to flash flooding. flash flooding is a very dangerous situation.

  boone, braxton, cabell, calhoun, clay, doddridge, gilmer, 
  harrison, jackson wv, kanawha, lewis, lincoln, logan, mason, 
  mcdowell, mingo, northwest fayette, northwest nicholas, 
  northwest pocahontas, northwest raleigh, northwest randolph, 
  northwest webster, pleasants, putnam, ritchie, roane, 
  southeast fayette, southeast nicholas, southeast pocahontas,

* in general, 1 and a half to 3 and a half inches of rain is 
  possible across the watch area, with locally heavier amounts, 
  as the remnants of tropical storm cindy combine with a cold 
  front dropping in from the northwest. 

* the heavy rain in the forecast will fall over a large area, 
  which could easily overwhelm creeks and streams, and cause 
  rises on the main stem rivers. also, urban flooding is 
  possible, as well as in poor drainage or other low lying 
  areas. debris flows are also a risk in prolonged rainfall. 
  road closures will be possible.
