I dont have an answer for you, but the rec.windsurfing forum is a really active forum. There are tons of folks there that would probably help you out.

Ive never windsurfed there but about a year ago I went down to Monterey on a day trip with my wife. We spent some time at the north end of the Monterey beach, there is a hotel just by the water, and people flying kites. From the shore I could see a windsurfer sailing paralell to the coast, looked like a 6.5 or bigger sail. He was the only one on the water. Weed fin may be warrant. Sorry, like I said, I never tried myself. |

Pure speculation, but all my friends who live on the Monterey Peninsula come up to north of Santa Cruz to go sailing. I wonder why?
My guess is that the further you get in Monterey Bay that the prevailing NWly flow is blocked. It also doesnt blow in Santa Cruz reliably, but it can happen at the Pleasure if its a really nuclear day. This is hearsay, I havent done it myself, but many locals sail Natural Bridges and you can get the occasional ITS session. You can also sail in town when its nuking storm winds.
Maybe someone who knows more than I can make a liar out of me. My guess is that for prevailing thermals in Monterey youre talking light wind/big sails. |

Ive never sailed there either but I read that some goto Moss Landing. The normal NW wind should be side-on there.
I thought they sailed in the harbor too, if you dont want to sail the open ocean or the surf is too big.
San Luis Res is do-able if there is too much fog at the coast. |

Inside the harbor at moss landing is nooo good, I think most people launch near the marine lab just south of the harbor. Ive seen people sailing in front of the hotel on the North end of Monterey beach (as the other poster mentioned) but it was side-shore conditions which I think are normally associated with the Easterlies in Santa Cruz..Other than that, Its beach and Natural bridges in SC are tons of fun... |

Yeah, Moss Landing is a little creepy, but if you surf, the north side of the harbor on the beach offers some of the best, most powerful tubes around..Just awesome surfing there..Have fun with the search... |
