check out windvisions.com and go to local launches.
The Outer banks of NC is about 1hr away if you can break away from your business. Water still warm but may need a wet suit depending on temps.

I got a message for windsurfing organization in the area WET. Here is what one of the members wrote. GO to Sandbrige that just south of Virginia beach Once there follow South Sand Piper Rd all the way south through the Sandbridge area (about 4 miles) until you get to the Little Island Park. Pull into the beach parking lot and park near the entrance.

Just across from the entrance is a sign locating the park Canoe/Kayak launch. You set up your board and rig in the parking lot, or along the short 25 yard trail to the launch. You will have to wade and walk your rig out through the short narrow channel through the marsh grass about 150 yards more to get to the open bay. The water depth will remain about thigh to waist deep all the way. Then once out there the entire bay opens up and offers a huge area water for sailing that remains relatively shallow everywhere typically from waist to chest deep with a hard sandy bottom.
I will be in Sandbridge for a music workshop but hope to get out and windsurf the week of 9-13 Andy
