What do you recommend and use for maintaining and reconditioning sail panels; window panels in particular? This mostly regards sails with mild fogging and UV exposure, not extreme wear which is usually too far gone. Also applicable to brand new sails where you want to prolong their life a little.

Would something like this be good?

Depends on the material.
Vinyl: Meguiar's Plastic Polish and a little bit of elbow grease (or a buffer) will make horrible-looking vinyl look new again. That's one of several reasons I prefer vinyl windows. Modern vinyl fogs very seldom, but if it does, a day in the sun usually clears it right up.

Anything else, such as scrim/monofilm/etc ... fugheddaboutit.

Preconditioning new sails for uv protection? Pretty much a waste of time. Just keep them in the shade as much as possible, but realize that even in the shade of a tree or a building, they are still getting a harmful dose of uv. If I had to leave rigged sails on the beach, I'd be covering them with a BIG plastic tarp with ventilation at the sides.

Sources: 40 years of trying all the above on more than a hundred sails plus asking multiple sailmakers.
