In response to the street camping situation, the City and County proposes to sublease space at Candlestick Point State Recreation Area and open the Candlestick Point State Recreation Area Vehicle Triage Center. More here, scroll to the bottom:

Does this mean they will move away from the Launch and Park
Area?

I watched the 2 hour video it looks like the neighborhood is pissed.
I kind of think if they open up that park for the 150 another 150 will take
the place of the current 150.

Where is the video?

Check the presentation. They propose parking enforcement regulations and signs as well to prevent re-encampment.
Finally there is a hope! The entrance to the Stick has gotten really bad.

I don't know about the hope as in G job.
When they try to fix a wrong they usually end up
shooting the wrong people.
When ever I have seen the government correct things
it means less access for everyone.
If they put spacers in that didn't allow RV parking
maybe to wild of an idea.

That is good news. The RV homeless camp at Stick is quite depressing to look at, although it made the launching site cleaner and quieter.

The problem at Stick is of course not the homeless population, but the almost complete neglect of the State Park. The Park has been closed for more than a year, it has no functioning toilets, no showers, no permanent rangers on site. It is crumbling starting from the beachfront that looses a foot a year to erosion ...

Former SF supe and CA Assemblyman David Chiu has a condo right there at Candlestick Point. Long enough that he should remember better times. Perhaps this has been exhausted, but it still might be worth sending his office a line or two. Neighbors expressed similar disappointment in the two hour Zoom call that the City held WRT the triage site.

San Francisco quietly opened a large sanctioned parking site for unhoused people this week, providing dozens of spots in the Bayview for those who live in RVs and cars.

Despite fierce opposition, including a lawsuit from some neighbors, the “vehicle triage center” at the Candlestick Point State Recreation Area welcomed residents Wednesday, marking the start of a two-year program intended to provide a safe location for vehicle dwellers to park, sleep and be connected with services.

Eventually, the site will have 130 parking spaces, but it’s starting with 57 while officials get the program up and running.

The vehicle center is part of an attempt to help the city’s exploding population of people who live in RVs and cars — an urgent issue in the southeast section of San Francisco, which has by far the city’s largest number of inhabited vehicles.

While many homeless people and their advocates agree that a large sanctioned parking site is badly needed, some people the site is supposed to serve resisted moving there from a nearby lot on Carroll Avenue. They told The Chronicle on Wednesday that they did not want to go to the new location because it had limited electricity and prohibited propane tanks and generators, among other concerns.

“That pretty much makes your RV a storage unit,” said B.A. A.(edit), who has been living at the Carroll Avenue lot since the city established it as an emergency parking site late last year. “No one would say, ‘I’m gonna rent this house to you, but you can’t cook.’ Treat people like human beings.”

A.(edit) emailed a list of demands to city officials Wednesday, seeking immediate access to electricity, heat, both hot and cold running water, help from mechanics and more.

He included photos of a few dozen signatures that he said were from people living in vehicles who were organizing themselves into a tenants’ alliance.

Neither the city nor its contractors would allow The Chronicle inside the Carroll lot or the new location. But Emily Cohen, a deputy director of the city’s Department of Homelessness and Supportive Housing, said officials had received the list of demands and would try to respond to them.

“We are definitely always interested in hearing from the clients in our programs,” Cohen said. “We want to make these programs as accessible, welcoming and dignified as possible.”

The city did not plan to address every complaint. Individual propane tanks and generators are not allowed because they’re fire hazards, Cohen said. But the city was trying to solve other problems, like insufficient electricity.

“There are long-term plans for power, but it’s going to take a little while to be up and running, so we are working on an intermediate solution,” Cohen said. “There’s limited power capacity available currently.”

The city is spending about $2.8 million a year to operate the site.

City officials set up the Carroll lot as a short-term emergency parking site more than two months ago after a rainstorm caused flooding along Hunters Point Expressway, where numerous people were living in vehicles. Some of the vehicles — and people’s belongings inside — were damaged extensively.

Officials say they only have access to the Carroll lot through the end of the month, so they’re trying to move everyone to the new location as soon as possible.

By midday Thursday, 17 households living in 15 RVs and two cars had relocated to the new vehicle center from the Carroll lot, according to Cohen. About 25 RVs and 42 cars remained.

Some homeowners involved in a local neighborhood group have filed a lawsuit challenging the safe parking site, but it hasn’t held up the opening. Still, neighbors continue to object to what they see as an attempt to warehouse homeless people in one corner of the city.

“We should not be saddled with the uneven burden of housing these people,” said Shirley M.(edit), a longtime resident who lives in a house near the RV parking site. “If you’re going to have them park on our streets, have them park on the streets in every community all over San Francisco and not focus them out in our area. It’s about balance.”

City officials point to the neighborhood’s high concentration of people living inside RVs and cars as justification for opening a large center to serve them.

Supervisorial District 10, which includes Bayview-Hunters Point, had more than 500 inhabited vehicles as of November — up from about 300 in April 2019, according to city data. District 10’s latest count was far higher than the next-most concentrated area, District 7, which had about 150 inhabited vehicles as of November.

“The one common denominator that we all agree on is we have a lot of folks who are living in vehicles in District 10,” said Supervisor Shamann Walton, who represents the area. “My job is to make sure that we address the needs of the community, and also that we address the needs of folks who are unhoused in vehicles or out on the streets. This does both.”

About 20 vehicle-dwelling residents gathered in front of the Carroll lot on Wednesday afternoon to discuss next step. Several said restrictions on cooking and generators were among the primary reasons they did not want to move to the new site. Residents were also worried about whether the site would have enough water and power.

“They’re just making it really impossible for people to be there,” said Cynthia K.(edit), 57.

She said she uses a nebulizer twice a day because she has chronic obstructive pulmonary disorder, or COPD, and she didn’t think the new lot had enough infrastructure to accommodate her needs. She wondered if she might be better off parking her vehicle on the streets again instead of going to the sanctioned Candlestick Point lot.

Sonya R.(edit), 54, said she and her husband had their own generator providing power to their vehicle parked at the Carroll lot on Wednesday. Her husband uses a walker and she works night shifts, so she was deeply concerned about the new site’s prohibition on generators.

“I’m not gonna leave my husband alone in the dark when he can barely walk,” she said.

A.(edit), meanwhile, said that as of Thursday, some Carroll lot residents were determined not to go to the new site until their demands were met, and he continued to advocate for them.

“They don’t want to go anywhere where the situation is worse than it is here,” he said.

I do not think it fair to the resident taxpayers to have their neighborhoods ruined by those that choose not to follow the basic rules of civility. For those on drugs or mentally unstable, I suggest setting up walled camps for them and not letting them out until they are able to live in the civilized world. For those that have had their lives upset by unfortunate circumstances I have sympathy and suggest we offer limited help... but not forever.
